How this is computed

The activation poller reads from the main Bustan production Postgres (read-only role bustan_agents_ro) every ACTIVATION_POLL_INTERVAL_SECONDS and mirrors each restaurant's current state into signal_snapshots. The counts above are point-in-time aggregates of that table.
